High School Students in College-Based Online Learning

You are invited to join Jane Jarrow and her colleagues from Disability Compliance in Career and Online Learning (see information about the "Instructor") in Columbus, Ohio, for two days of rigorous training to help you identify your role, and organize your response to the needs of high school students with disabilities in online high school programs offered by postsecondary institutions. Such programs face unique challenges that are legal, technical, AND practical in nature. What laws apply? High school students with disabilities are still covered under IDEA, while institutions of higher education are typically familiar with serving students with disabilities under Section 504, Subpart E. Program organization can play a HUGE role in sorting out responsibilities. Is the student still enrolled in the local school district, but choosing to take classes through your online program? Has the student been directed by the local school district to take classes from you (perhaps as part of an IEP)? Has the student been released from jurisdiction by the local school district in order to earn a degree through the online program? Is the student still taking classes at the high school, and simply supplementing their offerings through your online classes? Each of these scenarios carries potentially different obligations for postsecondary online programs in accommodating such students. Even when you figure out who is responsible for services, how do you deliver those services??? (See Schedule and Agenda)

Working out appropriate support mechanisms for students with disabilities in postsecondary programs is tricky enough. The programs we are discussing here are NOT dual enrollment programs (in which the student either receives college credit or both college and high school credit for the class). Surprisingly, dual enrollment programs may be easier to sort out in terms of obligations and personnel to implement support plans. This workshop will focus on postsecondary institutions that are using their online learning experience and technology to offer high school programming to high school students. As the old adage reminds us, "nothing is ever easy!

A SPECIAL NOTE FOR THOSE INTERESTED IN THE ONLINE WORKSHOP

The information below was developed for a face-to-face version of this workshop. In December, we will be offering the same information in an online format. As many staff members from your institution as you choose may participate in the online workshop for the same price. Over the 3-week period, all of the same topics shown on the Agenda (link at the right) for the Columbus-based workshop will be covered in the online offering. On Monday of each week, a lesson will be posted with new information and related assignments. In addition to online class discussion, on Wednesday of each week, a telephone conference will be arranged at your convenience between the instructor and your team members to discuss the assignment, answer questions unique to your institution, and check your progress and understanding. On Friday of each week, a synchronous 1-hour open session will be available for all participants to join for a more face-to-face (screen-to-screen?) exchange.
